What is Form W-7?
Form W-7 is the IRS application for an Individual Taxpayer Identification Number (ITIN). It is used by people who need to file a U.S. tax return or meet other federal tax requirements but are not eligible for a Social Security Number. This includes certain nonresident aliens, resident aliens, and their dependents or spouses. An ITIN allows these individuals to comply with U.S. tax law, file returns, and in some cases receive a refund.

Form W-7 is for individuals who need an ITIN and are not eligible to obtain a Social Security Number. This typically includes nonresident aliens with a U.S. tax filing obligation, foreign nationals claimed as dependents on a U.S. return, and certain resident aliens.
Once the IRS receives and processes Form W-7, it issues an ITIN that the individual can use on tax returns, when opening certain bank accounts, and for other purposes that require a tax identification number.

When is Form W-7 not required?
If you already have a valid Social Security Number, or are eligible to apply for one through the Social Security Administration, you do not need to submit Form W-7. The W-7 is specifically for individuals who cannot obtain an SSN.
U.S. citizens and most lawful permanent residents obtain an SSN through the SSA rather than an ITIN through the IRS.
When must Form W-7 be submitted?
If you are applying for an ITIN in order to file a tax return, submit Form W-7 with your return by the tax filing deadline — typically April 15. You attach the W-7 directly to your return when mailing it to the IRS.
If you need an ITIN for another reason — such as to be claimed as a dependent or to open a bank account — submit the W-7 as soon as the need arises, independent of any filing deadline.
